LTC Mark C. Fleming, Ph.D.

Dr. Fleming is the Vice President of Clinical Operations-Behavioral Health at LifePoint Behavioral Health and heads up the national Help for Heroes Program.  He is a Licensed Psychologist and a Licensed Professional Counselor of Mental Health.  He is a national Certified Rehabilitation Counselor.  He is a Certified Correctional Healthcare Professional with the Mental Health expertise designation.  He is credentialed as a Health Service Psychologist. He serves as the Commissioner for the State of Tennessee for the ASPPB PsyPact Commission.  He serves as a Board Member for the National Register of Health Service Psychologists. He serves as an advisor to the Secretary of the VA of the United States on the Advisory Committee on the Readjustment of Veterans. Dr.  Fleming currently serves as a Lieutenant Colonel in the Tennessee Army National Guard.  He is twice winner of the Army National Guard Behavioral Health Working Group Innovation Award and was voted the 2024 Behavioral Health Officer of the Year.  In that same year, he was recognized by his Peers as the Psychologist of the Year by the Tennessee Psychological Association.

Fletcher Hoague

CPT Fletcher Hoague, MPH, MSW, LCSW

Fletcher Hoague graduated Magna Cum Laude from Saint Louis University with a Master of Social Work and a Master of Public Health. Fletcher has worked for the National Suicide Hotline, inpatient and outpatient social work settings, research and grant writing, and most recently as a Program Manager for the Office of Suicide Prevention with the Department of Veterans Affairs. 

Fletcher also serves in the Missouri Army National Guard. He initially enlisted as truck driver. Then earned his commission through Officer Candidate School. Fletcher then worked as a Medical Administrative Officer. He now serves as a Behavioral Health Officer and holds the rank of Captain. 

MAJ Andrew D. Frugé, PhD, MBA

Drew Frugé is the AVP of Specialty Operations supporting the national Help for Heroes Program. He is a Registered Dietitian with three years of experience in implementing wellness programming to optimize patient outcomes in residential behavioral health treatment facilities. Dr. Frugé spent a decade as a nutrition scientist conducting and publishing clinical and epidemiological research to improve metabolic health and quality of life in various populations. Drew currently serves as a Major in the United States Army Reserve in the 5th Medical Brigade.

Craig Segrest has over a decade of experience working with the Military, Veterans and First Responders needing behavioral health or substance use treatment. Our military service members, veterans, and first responders are very important to him, as they have sacrificed so much to ensure the safety of not only our country but also our communities. Craig has built a strong track record of expanding veteran and military referral networks, cultivating strategic relationships, and driving program growth. Craig holds a bachelor’s degree from Auburn University and has completed multiple leadership programs. He also serves his community as a board member of Bay County NAMI and the Suicide Prevention Awareness Response and Education (SPARE) group. Dedicated to bridging the gap between healthcare and the armed services, Craig continues to advance partnerships that ensure service members, veterans, and their families receive the behavioral health support they need and deserve.

Stefinay is a business development and healthcare professional with over a decade of experience in behavioral health, military partnerships, and operational leadership. She currently serves as Director of Business Development – Military and Uniformed Services Partnerships, where she forges strategic relationships with military installations to expand access to mental health services. Her career spans roles in intake coordination, credentialing, workforce leadership, and behavioral health support, giving her a well-rounded perspective on both patient care and organizational growth. With a strong track record of fostering collaboration between providers, clients, and communities, Stefinay is recognized for her ability to connect people with critical resources. She is passionate about supporting service members, and families by helping organizations deliver life-changing behavioral health programs.
